CHUMS Best Practice - Administration 2010


 National Skills Academy for Social Care: leadership and management programme

The National Skills Academy have started a Leadership and Management programme called ‘Aspiring Leaders’. Led by the Ashridge Business School in Hertfordshire, it is designed to develop leadership potential at key stages in a manager’s career. For the first year, the Skills Academy will match any employer’s investment in participants by supporting 50% of the costs. August 2nd: NHS Plus: Health for Work Advice line

NHS Plus have set up a free helpline for businesses employing up to 250 people. It aims to address the issues of employee ill health, to minimise the impact of staff illness and to provide essential support to staff with physical or mental health issues.

 White Paper Consultation Documents: Outcomes Framework

The Government’s White Paper, ‘Equality and excellence: liberating the NHS’, was published on 19th July and set out how the Secretary of State for Health will hold the NHS Commissioning Board to account for delivering better health outcomes through a national NHS Outcomes Framework. The DH is now launching a full consultation and engagement process on how they should develop the NHS Outcomes Framework. The consultation closes on 10th October 2010.

Skills for Care: workforce planning support

Skills for Care have launched a new, easy-to-use guide to support workforce planning for providers of adult social care in response to the government’s ‘Putting People First’ agenda, which has meant that the way in which adult social care is funded, commissioned and delivered is undergoing radical change.

Called ‘Taking Steps’, the guide is designed for busy people who need help planning their future workforce needs and refers to SfC’s Six Step Methodology to Integrated Workforce planning which helps providers consider the current position of their business, where it needs to be in the future and how to keep workers and people who use their services safe. There will be some regional events for the ongoing rollout and implementation of the Integrated Local Area Workforce Strategy (InLAWS). Full details will be sent out shortly but please note these significant dates: 14th September, 19th October and 16th November.

 National Care Association launches essential CQC information point

Overwhelming feedback at the recent National Care Association seminars on the implementation of the new regulatory framework and the accompanying guidance about compliance, 'Essential Standards of Quality and Safety', showed that care providers are desperate for information of a practical nature on this complex subject. In response to this need for information, NCA has launched a CQC information access point at www.nationalcareassociation.org.uk/cqc.asp

This vital source of essential CQC information and guidance will be updated daily with news, links to the key guidance documents for Adult Social Care providers plus a question and answer forum to help operators with the complex issues relation to CQC registration. Skills for Care: Qualifications and Credit Framework

As you know, Skills for Care are changing the way all vocational qualifications are organised and structured. New qualifications called ‘Health and Social Care Diplomas’ at Levels 2 and 3 will be introduced to replace the current ‘Health and Social Care NVQs’ at Levels 2 and 3.

Forum of Oxfordshire Social Care Employers

FOXSCE exists for care providers in Oxon CC’s area to help them access funding and training from Oxon CC. It is closely linked to the MKB Care Association and you can click here to read their regular newsletter. While some items are Oxfordshire specific, others are more widely useful, so please do read it.

Oxfordshire PCT issue a quarterly newsletter called ‘Medicine Matters’ which, while specific to Oxfordshire care providers, may also offer some useful information to Milton Keynes and Bucks care providers. 12th May 2010: Fire Hazard with Paraffin-based Skin Products

New research on skin products containing paraffin-based products (for example White Soft Paraffin, White Soft Paraffin plus 50% Liquid Paraffin or Emulsifying ointment) in contact with dressings and clothing has shown that they are easily ignited with a naked flame or a cigarette. The advice from the National Patient Safety Agency is for nurses and patients to keep away from fire (including cigarettes) when using these products.  12th May 2010: Bucks CC/MKB Care: SDS Workshops

Regular MKB Care Newsletter readers will recall the series of four SDS workshops that the MKB Care Association organised and ran in collaboration with Bucks County Council in March this year. At the time everyone who attended a workshop was told that they would be kept informed of what happened as a result of these workshops.

You can now read the report that was submitted to Bucks CC after the workshops were completed and I am pleased to say that Bucks CC will shortly be announcing how the results of these workshops will be taken forward. Click here to download the report.

We are very grateful to all those who took part (and those who volunteered to take part but were not chosen) for all for the time and effort they put into their individual contributions to this particular project. It has been widely appreciated and we will pass on the Council's feedback when we receive it.


21st April 2010: Buckinghamshire Safeguarding Vulnerable Adults Board

Launched in March 2010 the new Bucks Safeguarding Vulnerable Adults Board website provides a dedicated site for both members of the public and professionals to access information about recognising abuse and what they should do about it. It also gives information about how the multi-agency Board works to improve safeguarding practices in Bucks.

Over the next few months the project group would like to hear directly from you to tell them what is helpful, and what gaps in information you would like them to fill. 13th April : Care Quality Commission re-registration

The Voluntary Organisations Disability Group have kindly shared their notes from a meeting held with CQC to clarify the new registration system. In short, CQC wll be publishing an updated guidance document about compliance and essential standards of quality and safety in April, a copy of which will be send to every care provider currently registered under the Care Standards Act 2000. 16th March: Medicine Management in Care Homes
Jill Timms, Director and Clinical Lead of MKB Care, has put together a few documents on the subject of medicine management in care homes. Following a report airing concerns in October 2009 and a meeting between MKB Care and Bucks PCT on 2nd February this year, it was agreed that care homes need more information about medicine management to avoid medication errors. 16th March: MKB Care Members’ Meetings

The last of the current series of members’ meetings took place on 10th March in Milton Keynes where the guest speaker was Katy Slade from the Parkinson’s Disease Society. We are very aware that, while many of you consider SCIE’s Get Connected project extremely worthwhile, you may not have the time or necessary experience to do such a funding application justice. However, we have been alerted to a company called SimplyUnite who are approved by SCIE to help care providers with their application for IT funding – and their help with Get Connected application is completely free of charge. 18th November 2009: CQC Registration: new information

The Care Quality Commission have issued two documents recently to help care providers with the new registration system. All care providers should keep an eye on the CQC website – www.cqc.org.uk - for developments and you can also join a National Care Association such as RNHA, ECCA or the NHA, some of whom give daily news updates by e-mail.

Jill Timms would like to reassure providers that the Registration Programme is still on track as planned and has not been postponed. Download the two documents mentioned above here......

19th October 2009: Swine Flu Resilience in Buckinghamshire

There is a possibility that we may see a surge of swine flu in the coming months. Jill Timms, Clinical Lead for MKB Care, has put together a new statement on the H1N1 swine flu virus. GREEN PAPER

'16th July 2009: Update on flu pandemic information'

WHO and International experts believe that the world is now experiencing another influenza pandemic with the rise in incidences of swine flu world-wide, and the total number of confirmed cases in the UK since April 2009 now at 2,506 and still rising.

Buckinghamshire County Council contract and payments update

MKB Care has received a letter from Kerry Stevens, Head of Service Provision Adults and Family Wellbeing at Bucks CC, regarding the new contracts they are keen to impose. Please note that Kerry Stevens has said he hopes there will be an annual review of the contract which will include providers’ view and opinions. This is a vital step forward and the Association will be fighting all the way for the best possible deal for its members. This is an excellent reason for joining MKB Care if you have not already done so as the more members we have, the better we can put your opinions and needs forward to the people who make the decisions.

Bucks County Council contracts objections
Members will have seen the e-mail that went round a week ago asking them to put their names to a letter written by Peter Hall, Chairman of MKB Care, to Hazel Blears, Communities Secretary. Since her resignation, John Denham has been appointed in her place and the MKB Care letter will be sent to him shortly. We are hoping to get as many signatories as possible to give our letter the weight it deserves so, if you have not already signed up, please send an e-mail to Peter Hall at peter.hall@mkbcare.org to register your support. The more signatories the better!

Flu pandemic
While it is up to care providers to arrange their own contingency plans, arrangements and preparations for the flu pandemic, one of our members, Jill Timms, Group Manager from Peverel Court Ltd in Bucks, has prepared some advice on where to search for help. She suggests that managers do the following:

• Prepare as far as possible for reduced staff levels;
• Inform relatives and residents of their plans;
• Talk to their GPs about anti-viral drugs and their ordering procedures;
• Inform and train staff in procedures, infection control, emergency measures etc;
• Buy in extra stock of food, infection control items, medical supplies and personal protective equipment.

This link will open a page showing the complete list of forms to be used in DoLS applications but those relevant to member care homes are the ones listed beneath the heading 'Managing Authorities - standard forms and documents' approximately three-quarters of the way down the main list. The most useful forms are these:

2. Urgent Authorisation (Form 1)
3. Request for an Extension (Form 2)
4. Request for a Standard Authorisation (Form 4)


Bucks CC are keen that care homes use a checklist when considering an application but as yet they have not issued a working model, so, MKB members may adapt and use the form DOWNLOAD HERE  as required.
